STAGE 1 - Coordination Group
The first phase involves setting up a coordination group, a working group between the public and private sectors that will manage the entire participatory process. The coordination group will evaluate applications for entry each month of the process. The coordination group ensures the openness and transparency of the entire participatory process and recalibrates it if necessary.
What it involves:
desk research on available public assets; definition of the coordinated image and communication channels; creation and updating of lists of stakeholders to be involved; design of the focus group structure; creation of the contents and tools of the “participation kit”; organisation, distribution and management of postcards/questionnaires; definition and implementation of the interactive map; collection, management and constant updating of data.

Stage 2 - Training and sharing the path
This phase includes training activities aimed at both coordination members and organisations and citizens interested in exploring the issues of common goods and participation. The aim is to share knowledge and tools relating to current regulations, promote awareness of the importance of caring for common goods, bring the community closer to the processes of discussion and co-construction of collective visions, and develop effective tools for collecting data and information useful for defining policies and projects. The activities will also be aimed at drafting structured final documents that can be used strategically.
What to expect:

STAGE 3 - Participation and activation
The participation and activation phase is the core of the process, activating a truly bottom-up process that enhances the widespread know-how of citizens and strengthens community welfare. The extended duration allows for in-depth listening to needs through the involvement of ETS, schools, public institutions, volunteers and businesses.
What it involves:
The coordination group will prepare a methodological kit to facilitate autonomous participatory meetings and will co-design with stakeholders postcards/questionnaires distributed at strategic points to reach even non-digital or unorganised citizens. Focus groups will be organised for horizontal dialogue between public and private actors, useful for collecting data and visions. Schools, trade associations, trade unions, ETS and social, health and cultural institutions will use the kit to promote opportunities, gather feedback and enhance common goods through seminars, workshops and inclusive events, including with language mediation. Extra-local actors, non-organised citizens and hard-to-reach individuals will also be involved.
Particular attention will be paid to privileged witnesses, minors, young workers, people with different abilities and citizens from different cultures. The coordination group will create a map of stakeholders and an interactive map of public places using QR codes and an open source platform. At the same time, postcards will be collected, the map will be updated and information materials will be distributed. Communication will follow a multidirectional plan (online and offline) active from the outset, including on PugliaPartecipa. For each meeting, progressive invitation postcards will be distributed in the main centres of the territory, ensuring broad participation and full consistency with the bottom-up approach.

STAGE 4 - Dissemination
At this stage, the programme aims primarily to share knowledge and tools relating to regulations on common goods, so as to make citizens more aware and involved in decision-making. The aim is also to bring people closer to participatory processes, encouraging the sharing of ideas and the construction of collective visions useful for the development of the territory.
What it involves:
Coordination and discussion meetings will be organised between schools, local public bodies and private bodies of collective interest to ensure structured and continuous dialogue. Based on the data collected, final documents will be drawn up for strategic use and the development of shared guidelines, which will be useful for defining agreements and local strategies for the care and management of common goods. The results and final documents will be produced in line with national and European policies, so as to ensure effective alignment with the main guidelines for the development of local welfare. The planned activities include data collection, the drafting of final documents, the public presentation of the results and their implementation through a public act, thus ensuring transparency, accessibility and full institutional recognition of the process.
