   The consultation is structured through the preparation of a dedicated questionnaire and the organization of discussion forums aimed at gathering opinions, proposals, and observations related to the draft regional law intended to promote the attraction, enhancement, and mobility of talents, within a framework of sustainable development, innovation, and territorial cohesion.

   Approvata la Legge Regionale per l'attrazione dei talenti

   Regional Law No. 13 of August 6, 2025, "Measures for the attraction, development, circular mobility, and retention of talent in Puglia," was approved by the Council. This strategic measure aims to retain young people trained in Puglia, encourage the productive return of Apulians abroad, attract international skills, and promote self-entrepreneurship and social innovation within a framework of sustainable growth.

   The measure is part of a broader regulatory process inspired by the #mareAsinistra strategy, launched in 2023, which outlines a new paradigm for Southern Italy, based on the centrality of the Mediterranean and the hybridization of culture, environment, work, and participation .

   This process has led, in recent months, to reforms in youth policies, open innovation, and artificial intelligence, as well as the new Regional Agency for Technology, Technology Transfer, and Innovation (ARTI).

   The law defines "talents" as a broad group of individuals, including students, workers, artists, digital nomads, startuppers, and individuals with a vocation for self-employment, who possess high-level skills and specializations or who intend to acquire them in sectors strategic to economic, social, and cultural development . Puglia presents itself as a place to pursue one's study, work, or life plans, whether temporarily or permanently.

   The goal is to create an environment conducive to their growth, not only with incentives and reception services, but also by removing administrative and fiscal barriers. Concrete measures include hiring incentives and a reception system that facilitates access to essential services such as healthcare and housing, with a specific focus on safe housing and the active inclusion of people with disabilities. Active residence programs will also be promoted in villages , seen as hubs of widespread innovation, to enhance unused real estate assets. Self-entrepreneurship will be strongly encouraged, particularly in sectors with a high cultural, digital, and technological content.

   To ensure effective implementation, the law establishes a coordinated governance structure:

   • A three-year Regional Strategic Agenda will define priorities and actions, overseen by a Regional Technical Unit . This body will collaborate with the Talent Development Alliance, a public-private partnership that will serve as an observatory on mobility phenomena.
   • A specific Communication Plan will ensure the maximum dissemination of information through "one-stop-shop " local offices,
   • a multilingual portal to create a community of talents and the network of Apulian Associations around the world , considered a strategic resource for reconnecting knowledge and building transnational relationships.
